Simple Project

The Fiji School of Medicine's Project Management Methodology is a licensed product of People Rich Pty Ltd (Australia). Its use is restricted to FSMed projects (although this may include joint venture projects with external organisations).

To ensure the project is managed with the correct level of rigour, projects are often categorised as either 'simple' or 'complex' when they meet a defined category criteria. The Project Plan is the only document that changes between a simple and complex project, however the simple project usually requires less documents to deliver the project. This section explains the simple and complex methodologies in detail accross the full 4-phase project life cycle.

SIMPLE PROJECT METHODOLOGY

A Simple Project is defined as:

  • Having a budget between $10,000 and $50,000;
  • Utilisaing 50 to 500 person hours effort;
  • Having no significant risks.

A Simple Project has five MS Word templates that may be used, although other templates from the complex project methodology may also be used. Only the Project Proposal, Simple Project Plan and Project Close-out Report are mandatory documents for all simple projects:

Project Proposal

a mandatory for both simple and complex projects, although the detail will vary between these categories. The business case that proposes a project scope and outlines the various options considered for project delivery, sets out the required deliverables, and defines the estimated project budget, project schedule and the likely resource requirements.

 

 

MS Project WBS Template

a template for creating the workbreakdown structure using Microsoft Project that can be cut and pasted into the Project Proposal and Project Management Plan.

 

 

Simple Project Plan

a simple document that sets out the key elements to plan and execute a project.

 

 

Project Status Report

a one page template that is used to outline what has been achieved at the time of publication

 

 

Project Change Request

a one page template used to request and review proposed changes. This is a management tool to combat scope creep.

Quality Verification Report

used (where required) for quality assurance confirmation during the project.

 

 

Project Close-Out Report

a one page template used to record that the project has either been cancelled or completed.

 

 

PROJECT REGISTERS

 

 

 

PRC Project Register

the Project Register is used as a list of all projects, programs and their Progress. It exists as a database managed by the Project Resource Centre (PRC).  Projects are given a unique Project Identifier (Project ID) and Project Title. 

The following key provides the meaning of project status:

  • Pending Project Brief – a proposed project has been allocated a Project ID, however the PSC has not received the approved Project Brief document, suggesting the project is still in the initiation phase.

  • Pending Project Plan – a project has passed the initiation phase and is likely to be in the planning phase. The PSC has not received the approved Project Plan, suggesting the project is still in the planning phase.

  • Project On Hold – a project that has been placed on hold and is not progressing at this point in time.

  • In progress – the project is currently awaiting execution or being executed. An approved Project Brief and a Project Plan exists for the project. The project’s end date, as defined in the Project Plan, has not been reached.

  • Over schedule  – the project is currently awaiting execution or being executed. An approved Project Brief and a Project Plan exists for the project. The project’s proposed end date, as defined in the Project Plan, has passed, however the PSC has not received a Project Closure to confirm the project is completed.

  • Cancelled – the PSC has received an approved Project Closure that indicates that the project was officially cancelled before any or all of the project deliverables (outcomes) were completed.

  • Completed – the PSC has received an approved Project Closure that indicates that the project was officially completed, meaning that all of the project deliverables (outcomes) were delivered.

 

 

Issues Register

the Issues Register is used to record, allocate and track any project issues as they arise.

COMPLEX PROJECT METHODOLOGY

A Complex Project is defined as:

  • Having a budget greater than $50,000; or

  • Utilising more than 500 person hours effort; or

  • Presenting significant risks to FSMed if inappropriately managed (as confirmed by the Project Sponsor).

A Complex Project has ten MS Word templates that may be used. Only the Project Proposal, Project Management Plan and Project Close-out Report are mandatory documents for all complex projects:

a comprehensive document that includes subsidiary project plans. This template is partially written, requiring only missing information to be inserted.

Meeting Agenda Template

a template for establishing an agenda for a project team meeting.

 

 

Meeting Minutes Template

a template for writing up the minutes of a project team meeting.

used (where required) for quality assurance confirmation during the project.

 

 

Project Close-Out Report

a one page template used to record that the project has either been cancelled or completed.

 

 

Lessons Learnt Report

a report that summarises lessons learnt as a result of the project and makes recommendations for similar future projects.

PRC Change Register

the Change Register is used to record and track any variations requested and the decision to accept or reject them.  This can also be used to track if any additional invoices to the client are required.

 

 

Issues Register

the Issues Register is used to record, allocate and track any project issues as they arise.

 

 

Risk Register

the Risk Register is used to identify, analyse and record risk treatment strategies, including their Progress and the allocated officer to respond.  The Risks are also listed in the Risk Management Plan.

 

 

Key Decision Register

the Key Decision Register is used as a reference document to request or record key decisions made by the organisation’s executive or the Project Sponsor that impacts the project.
